Government Increases Budget for Salaries, Education and Health

KPL The government has prioritised salary and allowance policies for civil servants, military and police personnel, and retirees, while increasing budget allocations for education and healthcare to improve living conditions and strengthen human resource development.

(KPL) Deputy Prime Minister and Minister of Finance Santiphab Phomvihane outlined the measures during the Second Ordinary Session of the 10th National Assembly on October 7, 2026.

He said state budget allocations are being implemented in line with Decree No. 254/PM and Prime Minister’s Order No. 17/PM. Under the policy, the government has set a minimum monthly salary of at least LAK 3 million for eligible public-sector personnel and retirees.

The Ministry of Education and Sports has received a 35 percent budget increase compared with 2025. The allocation includes LAK 256.72 billion to double primary school lunch subsidies in remote areas from LAK 5,000 to LAK 10,000 per student per day.

A further LAK 91.54 billion has been allocated for student stipends aimed at reducing school dropout rates, while LAK 40 billion will support the printing of new curriculum textbooks and teaching materials. Another LAK 125.80 billion has been allocated as matching funds with international organisations to help address teacher shortages.

The Ministry of Public Health has received a 13 percent budget increase from 2025, including LAK 144.18 billion in matching funds for key health programmes covering maternal and child immunisation, HIV/AIDS, tuberculosis, malaria and reproductive health.

The funding will also support construction of the 400-bed University Hospital at Dongphosy.

Mr Santiphab said the increased allocations reflect the government’s efforts to improve living conditions and strengthen investment in education, healthcare and human resources for long-term national development.
