Deputy Prime Minister and Minister of Foreign Affairs Thongsavanh Phomvihane held a bilateral meeting with Russian Foreign Minister Sergey Lavrov on July 21, 2026, on the sidelines of the 59th ASEAN Foreign Ministers' Meeting and related meetings in Manila, the Philippines.
During the meeting, both ministers welcomed the opportunity to meet again, noting that their regular consultations on the margins of regional and international forums have become an important tradition that reinforces the longstanding friendship, mutual trust, and strategic partnership between the Lao PDR and the Russian Federation.
The two sides reviewed bilateral and multilateral cooperation and expressed satisfaction with the steady progress achieved in recent years. They agreed to further strengthen collaboration in areas of shared interest, particularly trade and investment, energy, education, culture, tourism, and national defense and security, with the aim of delivering tangible benefits to the peoples of both countries.
The ministers also exchanged views on regional and international issues of mutual concern and reaffirmed their commitment to maintaining close coordination and mutual support in regional and multilateral forums to promote peace, stability, and sustainable development.
Both sides further commended the progress of cooperation under the ASEAN–Russia framework and reaffirmed their support for deepening the partnership in the years ahead.
