Lao National Assembly Concludes First Extraordinary Session, Adopts Rural Development Agenda

KPL The First Extraordinary Session of the 10th National Assembly concluded on Friday after approving key economic, legal and development measures aimed at strengthening growth, improving public services and accelerating rural development and poverty reduction.


The closing session was chaired by National Assembly President Saysomphone Phomvihane and attended by President Thongloun Sisoulith, Prime Minister Sonexay Siphandone, senior Party and State leaders, government members and National Assembly deputies.
In his closing remarks, Saysomphone said the Assembly reviewed and adopted the government's reports on the implementation of the 2026 socio-economic development plan, the state budget, and the monetary plan for the first half of the year, together with priorities for the remaining six months.
The Assembly acknowledged the government's efforts to maintain economic stability, noting that the economy grew by 5 percent during the first half of 2026, while inflation continued to ease and state revenue collection improved through modernized systems.

Lawmakers urged the government to strengthen tax collection, tighten enforcement against illegal mining and forest encroachment, improve management of state land concessions, accelerate road rehabilitation, promote electric vehicle adoption, support small and medium-sized enterprises, expand irrigation, and continue reforms of state-owned enterprises.
The Assembly also called for increased investment in education and healthcare, including addressing shortages of teachers and health workers, implementing the 6+3+3 education reform beginning in the 2028–2029 academic year, and expanding skills development to meet labor market demand.
A major outcome of the session was the adoption of the National Agenda on Rural Development and Poverty Eradication (2027–2030), which establishes the framework for implementing the goals of the 11th Party Congress. The agenda focuses on sustainable livelihoods, rural infrastructure, agricultural development, improved access to finance, education, healthcare, electricity, clean water and telecommunications.
Lawmakers also approved the new Law on the State Treasury and the amended Law on the State Budget, together with four related resolutions, all receiving more than 90 percent support from National Assembly members.
