Singapore Ambassador to the Lao PDR, Ong Siew Gay, and Vice President of the Champasak Province Administrative Committee, Phimphone Phandanouvong, officially closed a specialized language and technology training course on May 22, 2026, marking a significant milestone in the evolving development partnership between the two nations.

The Basic English Language and Communication Skills Course, which focused heavily on integrating technology into communication, was attended by 30 provincial officials. The intensive three-week program ran from May 4 to May 22 in Pakse City, Champasak Province.
While Singapore traditionally conducts the majority of its in-country training at the Laos-Singapore Cooperation Centre in Vientiane, expanding this program to Champasak Province represents a strategic shift.
Ambassador Ong noted that this month marks the 25th anniversary of the first Initiative for ASEAN Integration (IAI) course conducted in Laos—an initiative launched in 2000 during Singapore’s ASEAN Chairmanship. He emphasized that training outside the capital demonstrates how the Singapore-Laos partnership is actively adapting to meet Laos’ broader developmental goals.
"Champasak was specifically selected for this course due to its economic dynamism," Ambassador Ong explained. "The province remains an important partner for Singapore, particularly with existing Singaporean investments in the agricultural sector."
The course was delivered under the Singapore Cooperation Programme (SCP). Established in 1992, the SCP was designed as a way for Singapore to "pay forward" the international technical assistance it received during its own early years of independence.
To date, the SCP has hosted close to 18,000 Lao officials, and more than 160,000 officials from around the world.
Beyond English language skills, Lao officials regularly participate in SCP courses covering public policy and administration, economic development, healthcare, trade facilitation, and environmental sustainability. This includes high-level initiatives like the inaugural Leadership and Governance Training Programme for Senior Lao Officials launched in June 2025, which stemmed from Singapore Prime Minister Lawrence Wong’s official visit to Laos in October 2024.
The training comes at a pivotal time for Laos as the country prepares to graduate from Least Developed Country (LDC) status. The nation is currently undergoing a structural transformation from a landlocked country to a "land-linked" regional economy, with long-term plans to achieve upper-middle-income status by 2055.
Ambassador Ong reaffirmed Singapore’s long-standing commitment to helping Laos achieve its human resource and economic potential. He also noted that amidst rising geopolitical tensions and threats to the multilateral rules-based order, it is more critical than ever for smaller nations like Singapore and Laos to work closely together to maintain their strategic agency on the global stage.
