Laos and Japan Sign Exchange of Notes for 900 Million Yen Public Transport Grant

KPL On Feb. 6, 2026 — Laos and Japan signed an exchange of notes on Thursday for a 900 million yen grant aid project to support public transportation development, with a focus on eco-friendly urban mobility in Luang Prabang Province.

The agreement for the “Economic and Social Development Programme – Public Transportation Related Equipment” was signed at the Ministry of Foreign Affairs by Deputy Minister Phongsamouth Anlavan on behalf of the Lao government and Ambassador KOIZUMI Tsutomu on behalf of Japan. Officials from both countries attended as witnesses.

The project will provide electric buses, related facilities and a bus management system, in line with the Luang Prabang Urban Transport Master Plan supported by the Japan International Cooperation Agency (JICA).

The initiative is expected to strengthen green tourism, improve urban transport capacity and support environmental protection in the UNESCO-listed province.

Speaking at the ceremony, the Lao side expressed appreciation for Japan’s continued support, noting that the project will enhance transport services, boost tourism in Luang Prabang and contribute to improving people’s quality of life.
