The ongoing Third Review Conference of the Convention on Cluster Munitions (CCM), hosted at the National Convention Centre in Vientiane, has cast a vital international spotlight on the nation's relentless clearance efforts. For organizations on the front lines, such as Humanity & Inclusion (HI), this high-level gathering marks more than just a milestone—it is a powerful catalyst for change.

Three Decades of Resilience

Marking its 30th anniversary of operations in Laos, HI has spent the last three decades transforming danger into opportunity. Speaking to reporters during the conference's exhibition of achievements on September 15, Mr. Vilaysack Xaysana, Head of the Victim Assistance and Disability Project for HI, reflected on the journey.

"Participating in this conference is a great opportunity to strengthen and improve UXO clearance work in Laos, working together to completely resolve the issue of unexploded ordnance so that communities can achieve safety and a sustainably better quality of life," Mr. Vilaysack said.

Since launching its mission in 1996—initially focusing on Savannakhet Province before expanding to Huaphanh Province's Huameuang and Hiem districts—HI's impact has been profound. Through the dedication of local teams and international backing from key donors like the European Union, the Netherlands, Germany, and Norway (NORAD), the project's core pillars have delivered remarkable results:

Life-Saving Education: Conducted awareness sessions across more than 80 villages in Huaphanh, educating over 50,000 people on UXO safety.

Land Restoration: Cleared and released over 4 million square meters of land, destroying upwards of 14,700 items of ordnance and safely returning productive soil to more than 18,000 residents.

Empowering Survivors: Provided physical rehabilitation, assistive devices, and livelihood grants to roughly 190 individuals in Huaphanh, fostering long-term self-reliance.

Building Inclusivity: Promoted inclusive education community-wide while strengthening the capacities of local authorities.

Looking Ahead: Diving into New Depths

Building on these milestones, HI is not slowing down. Mr. Vilaysack outlined an ambitious future that includes strengthening existing core programmes alongside an innovative frontier. Underwater UXO Clearance.

Currently in the feasibility and study phase, this pioneering initiative aims to tackle ordnance submerged in waterways—a critical next step in securing dangerous terrain.

With sustained international partnership, cutting-edge expansion, and unwavering community spirit, Laos is moving gradually toward a future where the land is finally free, safe, and open for generations to come.
