LPRP Sets Out Reform and Development Agenda for 2026–2030

KPL The Lao People’s Revolutionary Party (LPRP) has outlined a comprehensive reform and development agenda for the 2026–2030 period, aimed at strengthening national governance, accelerating socio-economic development, and enhancing national self-reliance.

The agenda was presented in a report delivered at the XII National Congress of Delegates of the LPRP by Mr. Thongloun Sisoulith, General Secretary of the Party Central Committee and President of the Lao People’s Democratic Republic.

According to the report, the 12th Party Central Committee will focus over the next five years on reforming systems and mechanisms to improve transparency, reduce bureaucratic bottlenecks, and enhance efficiency and capacity in governance. These reforms will be closely linked with modernization and digital transformation, clearer decentralization and delegation of authority, and the creation of a more enabling environment for investment, production, and business operations to become faster, more convenient, and more competitive.

Beginning in 2026, the Party will continue to strengthen and improve the foundations of the people’s democratic regime, with emphasis on political stability, social order, justice, and effective law-based governance. State organizations will be required to perform their roles strictly in accordance with the law, while macroeconomic management capacity at the central level will be strengthened alongside greater autonomy and initiative at the local level.

Socio-economic development during the five-year period will focus on high quality, sustainability, and green growth. Key priorities include maintaining macroeconomic stability, controlling inflation, reducing public debt burdens, and strengthening the role of state-owned enterprises alongside other economic sectors. Human resource development will remain a central priority to meet development needs and improve people’s living standards.

The report also highlighted the promotion of science, technology, and digital transformation across sectors, balanced regional development, climate change adaptation, disaster risk reduction, and enhanced connectivity and integration with neighboring countries, the region, and the international community in a gradual and practical manner.

At the same time, the Party reaffirmed its commitment to maintaining firm political stability, national unity among all ethnic groups, and safeguarding national independence and sovereignty. Efforts will continue toward graduation from least developed country (LDC) status, strengthening the political system to be more transparent, resilient, and effective, and addressing economic and financial challenges without creating unsustainable debt.

Looking ahead, the Party aims to build a stronger and more self-reliant economy, focusing on seven priority economic sectors. Economic management will be carried out strictly in accordance with the law, with the goal of achieving average annual GDP growth of over 6 percent. Parallel efforts will focus on improving quality of life, preserving and promoting national culture and identity, and developing high-quality human resources in a systematic and effective manner.
