9th Ordinary Session of the Vientiane People's Assembly Concludes with Strong Resolutions

KPL The 9th Ordinary Session of the Vientiane People's Council, Term II, concluded successfully after five days of discussions from July 7–11, marking another important step in addressing the capital’s developmental challenges and charting future priorities.

(KPL) The 9th Ordinary Session of the Vientiane People's Council, Term II, concluded successfully after five days of discussions from July 7–11, marking another important step in addressing the capital’s developmental challenges and charting future priorities.

The session was attended by Mr. Adsaphone Siphon, Vientiane Mayor, members of the Vientiane People’s Council (Constituency 1), senior party and state officials, and invited guests.

In his closing remarks, Council Chairman Mr. Anuphab Tunalom praised the strong sense of political responsibility and unity demonstrated by members in reviewing and adopting key reports, strategies, and policy proposals vital to the capital's development.

Key resolutions and agenda items adopted during the session include:

Approval of the mid-year report on socio-economic development and budget performance for the first half of 2025 and the action plan for the second half.

Brief evaluation of the 9th Five-Year Socio-Economic Development Plan (2021–2025), including updates on eight core programs and 20 national projects.

Endorsement of proposed adjustments to water supply rates for 2025 by the Vientiane Water Supply State Enterprise.

Approval of the proposed administrative restructuring of the Vientiane government apparatus.

Adoption of a draft agreement on waste management and disposal in the capital.

Review of the People’s Council's mid-year performance and plans to disseminate session results to voters.

Initial discussion of the People’s Council 2026–2030 work plan.

The session also featured in-depth reviews and clarifications on pressing development issues, including: Investment management in tourism and entertainment, progress on the National Highway 13 South rehabilitation project, strategies for urban flood prevention, reports on road accidents, along with proposed preventive and remedial measures.

The council emphasized the need for all relevant departments and sectors to take serious and decisive action in implementing the resolutions. Officials were urged to transform pledges into tangible outcomes and improve public service delivery in line with commitments made during the session.

Chairman Anuphab stated that the success of the 9th Session reflects the political will and ownership of the council and city officials in implementing the 14th Plenary Session resolutions of the Vientiane Party Executive Committee, Term VII. He affirmed that the People's Council will continue to monitor and encourage effective follow-up.

The session concluded with renewed determination to resolve socio-economic challenges and guide Vientiane toward stable, resilient, and sustainable development.
