The Extraordinary Plenary Session of the 12th Central Committee of the Lao People’s Revolutionary Party concluded on October 1, one day ahead of schedule, after four days of discussions chaired by General Secretary Thongloun Sisoulith, President of the Lao PDR.

(KPL) The session reviewed and discussed measures to implement the directives and resolutions of the 12th Party Congress. The Central Committee adopted three resolutions and issued guidance on addressing illegal mineral extraction and the management of unregistered vehicle imports.
In his guidance, General Secretary Thongloun called for stronger action to address urgent social issues, including illegal firearms, drug trafficking, online scams, robbery, road accidents and the spread of false or distorted information online.
He also instructed authorities to accelerate post-flood recovery, particularly the restoration of damaged roads, irrigation systems and agricultural areas. Priority assistance should be provided to families that lost relatives, homes or food supplies in the floods.
On the economy and agriculture, he called for measures to ease pressure from rising living costs and urged relevant agencies to provide farmers with seeds, technical support, production guidance, price information and market access for both wet-season and dry-season crops.
The General Secretary also stressed the need to accelerate implementation of the National Agenda on Rural Development and Poverty Alleviation, with greater accountability and practical results at both central and local levels.
The session called for stronger governance and institutional discipline, including adherence to democratic centralism, collective leadership and internal unity within Party organisations. Authorities were also urged to strengthen efforts against corruption, wastefulness and non-transparent practices in state organisations.
The Central Committee further called for strict action against illegal mining, timber extraction and other unauthorised exploitation of natural resources, as well as improved management of unregistered vehicles.
Preparations were also discussed for political evaluations within the 12th Party Central Committee in 2026 and nationwide conferences to review grassroots Party development, rural development, poverty reduction and implementation of the “Three Builds” (Sam Sang) initiative.
In concluding the session, General Secretary Thongloun called on Central Committee members to demonstrate strong political commitment, address administrative bottlenecks, strengthen oversight and accelerate implementation of the goals set by the 12th Party Congress.
