Representatives from 29 countries signed the agreement establishing the World AI Cooperation Organization (WAICO) in Shanghai on Wednesday, marking a significant milestone in international efforts to strengthen global governance of artificial intelligence.
The signing ceremony concluded a year of multilateral consultations aimed at creating a common framework for international cooperation on AI development and governance.
According to the agreement, WAICO will operate as an independent intergovernmental organization guided by the principles of the United Nations Charter and the concept of "extensive consultation, joint contribution and shared benefits."
The organization will promote international cooperation on artificial intelligence, strengthen global AI governance, and support the development of AI technologies that are safe, inclusive and beneficial to humanity. WAICO will be headquartered in Shanghai.
The ceremony was presided over by Wang Yi, Member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs of China. It was witnessed by United Nations Secretary-General António Guterres and senior representatives from participating countries.
Representing the Lao PDR, Mr. Thongsavanh Phomvihane, Deputy Prime Minister and Minister of Foreign Affairs, signed the agreement on behalf of the Lao Government.
Speakers at the ceremony described the establishment of WAICO as an important step toward addressing the opportunities and challenges presented by rapidly advancing AI technologies through dialogue, cooperation and shared responsibility.
With the agreement now signed, the organization is expected to enter its operational phase, providing a platform for member states to cooperate on AI governance, technical standards, ethical principles and policies that support the safe and sustainable development of artificial intelligence worldwide.
