(KPL) Houaphanh Province has formally welcomed new leadership following an official handover ceremony held on 18 December 2025 at the Provincial Administration Office.

The event marked the appointment of Phonsouk Inthavong as Chairman of the Houaphanh Provincial Administration Committee, while paying tribute to the outgoing governor, Khampheng Saysompheng, who has retired after years of public service.

During the ceremony, provincial and central officials praised Mr Khampheng’s tenure as a Member of the Party Central Committee and Governor of Houaphanh Province.

He was credited with maintaining political stability, strengthening public administration and promoting international cooperation, particularly with neighbouring Vietnam. Officials said his leadership helped lay a solid foundation for the province’s continued development.

New leadership, new priorities

Mr Phonsouk Inthavong, who previously served as Vice Governor, was described as well acquainted with local challenges and development needs.

Officials highlighted his role in coordinating flood recovery efforts to protect livelihoods during the annual rainy season, as well as his work in strengthening cooperation with international partners, including the Japan, which has provided grant assistance for key development projects.

He has also been closely involved in promoting the province’s economic strategy, which focuses on five priority sectors: agriculture, livestock, tourism, electricity and handicrafts.

The ceremony was attended by Saleumxay Kommasith, the Deputy Prime Minister, signalling strong support from the central government for the new provincial leadership.

Officials said Houaphanh Province plays an important role in national development, particularly in border cooperation and regional connectivity.

The leadership transition was carried out in accordance with Resolution 30/PCPB, which outlines strategic personnel arrangements at senior levels, and Decree 813/PM, which formally appoints Mr Phonsouk Inthavong as head of the provincial administration.

Observers described the change as a smooth “passing of the torch”, ensuring continuity in major development projects, including plans to upgrade Nong Khang Airport to international standards, while injecting new momentum into the province’s socio-economic agenda.
