Xishuangbanna and Three Northern Provinces Extend Red Cross Cooperation

KPL The 2025 Annual Red Cross Cooperation Conference between the Chinese Red Cross Xishuangbanna of Yunnan Province and the Red Cross organizations of Bokeo, Oudomxay, and Luang Prabang provinces in the Lao PDR was held on September 18, 2025, in Luang Prabang Province.


The meeting was attended by Ms. Su Hongjing, Vice President of the Xishuangbanna Red Cross, Mr. Viengsavan Kasemsuk, Head of the Luang Prabang Red Cross, as well as representatives from Bokeo and Oudomxay provinces. During the conference, delegates from each province presented reports on the implementation of Red Cross work in their areas and on their cooperation with the Xishuangbanna Red Cross over the past two years. Participants also engaged in consultations and discussions on various aspects of joint work, and they reached a consensus to draft and sign a new memorandum of cooperation.

The conference endorsed the summary of Red Cross activities and cooperation carried out since the first agreement was signed in La City, China, on December 2, 2023. All sides unanimously agreed to continue implementing the cooperation plan for the period from September 2025 to September 2028.

The cooperation plan includes several key commitments. The four provinces will continue to organize annual joint conferences to exchange experiences in Red Cross work. They will provide capacity-building training for Red Cross staff, volunteers, and members in project areas. Training will focus on areas such as poverty alleviation, disaster management, emergency first aid, blood donation, youth engagement, and the dissemination of information about Red Cross activities.

The parties also agreed to carry out community awareness programs on emergency rescue, disaster prevention and mitigation, and disease prevention in project areas. These efforts are aimed at strengthening the knowledge, preparedness, and resilience of local communities.

In addition, the cooperation framework emphasizes joint action in the event of natural disasters or large-scale disease outbreaks. The partners will continue to expand the “Heart-to-Heart” program, which provides medical treatment for children with congenital heart disease. Public health authorities will be encouraged to carry out regular screenings and to provide medical assistance to children from poor families. Surgical operations will be conducted at least once every three years to ensure tangible results for the program.

At the conclusion of the conference, all four parties formally signed a memorandum of cooperation, reaffirming their commitment to strengthening cross-border humanitarian collaboration.
