(KPL) A leadership handover ceremony for the Ministry of Public Works and Transport was held today in Vientiane, marking a smooth and strategic transition aimed at reinforcing the Ministry’s role in national infrastructure development.

The event took place in the presence of Prime Minister Sonexay Siphandone, accompanied by cabinet ministers, officials from the Prime Minister’s Office, representatives from the Party Central Committee’s Organization Committee, senior ministry staff, and personnel from relevant departments and state enterprises.

Outgoing Minister Ngampasong Muangmany, also Secretary of the Ministry’s Party Committee, reflected on key milestones and achievements during his tenure, expressing gratitude for the collective efforts of the Ministry in advancing the country’s public infrastructure and transport systems. He pledged continued support for the sector in his new role.

In accordance with a Presidential Decree and resolutions of the Party Central Committee and Politburo, Mr. Leklai Sivilay, a member of the Party Central Committee, was officially appointed as the new Minister of Public Works and Transport and Secretary of the Ministry’s Party Committee.

In his remarks, Prime Minister Sonexay commended Mr. Ngampasong’s leadership and the ministry’s achievements under his guidance. He emphasized that such transitions reflect the Party’s strategy for leadership rotation and institutional strengthening—key elements in achieving the nation’s development goals.

The Prime Minister outlined priorities for the new leadership, including: Fostering unity within the Ministry and its Party Committee to ensure clear direction and strong motivation across all staff levels.

Maintaining peace and security while confronting disruptive elements with firm determination.

Upholding the Ministry’s core traditions, especially unity and coordination, through structured planning and reporting.

Advancing integrated infrastructure development across land, air, water, and rail transport, as well as urban planning and water systems, in line with the Party’s construction tasks and resolutions from the 5th and 11th Party Congresses.

Prime Minister Sonexay expressed full confidence in Mr. Leklai’s leadership, citing his extensive experience, technical knowledge, and reform-minded vision. He urged all ministry staff, party members, and technical personnel to unite under the new leadership to realize the Party and State’s vision of a modern, resilient, and efficient public works and transport sector.

The ceremony underscored not only a change in leadership but also a renewed commitment to building infrastructure that is sustainable, inclusive, and ready to meet future challenges.
