The Ministry of Education and Sports (MoES) held a certificate presentation ceremony in Vientiane on September 30 to recognise Ms. Risa Shibata, JICA Representative for the Education, Science and Sports sector in the Lao PDR, upon completion of her term.

(KPL) Ms. Shibata served from July 1, 2023 to September 30, 2026. The certificate was presented by Ms. Phutsavath Vongphachanh, Deputy Head of the MoES Cabinet Office, in the presence of relevant officials and representatives.
The ceremony recognised Ms. Shibata’s contributions to education, science and sports development in the Lao PDR during her more than three years of service.
During her tenure, she supported the implementation of several major Japanese grant-aid and cooperation projects, including the construction and upgrading of educational facilities, improvement of laboratories and equipment at the Faculty of Engineering of the National University of Laos, and the upgrading of provincial teacher development centres.
Other initiatives included improvements to secondary school facilities in central and southern provinces and the upgrading of Chao Anouvong Stadium.
Ms. Shibata also supported human resource and technical development through the Human Resource Development Scholarship (JDS) programme, HUGETECH, iTEAM2 and iTEAM3 projects, the dispatch of education policy and engineering experts, and the Nikon-JICA scholarship programme for students at Savannakhet Teacher Training College.
The Ministry said these contributions have supported human resource development and education and sports infrastructure while strengthening friendship and cooperation between Laos and Japan during implementation of the 10th Five-Year Education Sector Development Plan.
