National Assembly Reviews New Law to Modernize Agriculture

(KPL) On June 19, 2025, the 9th Ordinary Session of the 9th National Assembly, chaired by Vice President Mr. Chaleun Yiapaoher, reviewed a key draft law on cultivation aimed at transforming Laos’ agricultural sector.

The draft law, presented by Minister of Agriculture and Environment Mr. Linkham Duangsavanh, sets out a legal framework to guide sustainable, modern, and efficient farming practices across the country.

Lawmakers welcomed the proposal, praising its alignment with national strategies and offering suggestions to improve its clarity and impact.

Minister Linkham explained that the law promotes green, clean, and sustainable agriculture. It supports food security, improved nutrition, and higher production. It also aims to modernize farming, improving the livelihoods of all ethnic groups in Laos.

“This law will not only improve local agriculture but also strengthen Laos' role in regional and global markets,” said the Minister.

Highlights of the Draft Law:

The draft law is structured into 9 parts, 10 chapters, and 100 articles.

It is designed to complement existing laws such as those on land, irrigation, livestock, plant protection, and environmental protection.

Key Benefits of the Law:

The law will help ensure better management of agricultural activities by aligning them with national strategies and existing legal frameworks.

It will improve the efficiency of land use by providing clear regulations and stronger enforcement mechanisms.

The law supports the strategic development of farming by promoting research, planning, and the use of modern, clean technology.

It will boost investor and public confidence by encouraging international cooperation and building trust among farmers, local communities, and development partners.

The law will strengthen coordination between central and local government bodies by clearly defining their roles and responsibilities in the agricultural sector.

This draft law marks a major step toward building a stronger, more sustainable, and inclusive agricultural system in Laos. By supporting farmers and embracing innovation, the government is showing its commitment to long-term food security and socio-economic development.
