NA Urges Stronger Financial Discipline and Recovery of State Assets

KPL The National Assembly Standing Committee has called for stricter financial discipline, stronger enforcement and faster recovery of state funds and assets following its review of the 2026 performance and 2027 action plans of the State Audit Organization (SAO) and State Inspection Authority (SIA).

(KPL) The assessment was presented by Chairman of the Economic and Financial Committee Chanthaboun Souk-Aloun during the Second Ordinary Session of the 10th National Assembly on October 8, 2026.

The Standing Committee recognised the two agencies for strengthening financial oversight, addressing irregularities and supporting efforts to combat corruption, but stressed the need for closer coordination and more effective follow-up on audit and inspection findings.

The SAO reported progress in auditing state revenue, budget expenditures, public investment projects, state assets, state-owned enterprises, and foreign loans and grants. Follow-up audits identified financial irregularities and potential losses of about LAK 30.514 billion and US$25.42 million. Of this amount, LAK 11.171 billion and US$3.75 million have been recovered and returned to the state budget.

For 2027, the Standing Committee urged the SAO to expand audits of land, forestry, mineral resources and energy, while setting clear deadlines and stronger measures to recover outstanding state funds, property and equipment.

It also called for closer cooperation between the SAO and SIA when audits uncover violations by state officials, enabling timely administrative, civil or criminal action. Officials should receive regular legal training and leaders should be held accountable for financial management, with progress reported to the Standing Committee twice a year.

Regarding the SIA, the Standing Committee noted progress in organisational restructuring, modernising inspection methods, resolving complaints and conducting major investigations.

The committee urged the SIA to strengthen professional ethics and discipline, clear pending inspection cases within set deadlines, use digital technology to improve transparency and efficiency, and develop stronger legal and operational mechanisms to recover misappropriated state assets.

The Standing Committee stressed that effective follow-up on audit and inspection findings is essential to protect public resources, strengthen fiscal discipline and improve accountability in state administration.
