Speaking at the Congress, Lieutenant General Saichay Kommasith, Deputy Secretary of the Party Committee of the Ministry of National Defense and Deputy Minister of National Defense, expressed deep pride in representing the armed forces at what he described as a historic turning point for the nation.

“The XII Party Congress is not only about the next five years,” he said, “but about laying a clear vision toward 2055, the 100th anniversary of our Party.”

A Clear Roadmap for the Nation

Lieutenant General Saichay highlighted four major documents adopted at the Congress, calling them a scientific and practical roadmap for Laos’ long-term development:

The Third Political Program, setting out the Party’s strategic vision through mid-century;

The Political Report of the 11th Central Committee, capturing key achievements and lessons;

The 10th Five-Year National Socio-Economic Development Plan (2026–2030), guiding economic growth and social stability;

The revised Party Statutes, strengthening discipline, unity, and governance within the Party.

Together, he said, these documents provide clarity, direction, and confidence for the country in a rapidly changing world.

Seventy Years of Growth Under Party Leadership

Reflecting on the 70-year journey of the Lao People’s Army, Lieutenant General Saichay emphasized that the Party’s leadership has been the decisive factor behind the military’s steady development.

From a force forged in struggle to one focused on safeguarding peace and stability, the Lao People’s Army has grown into a disciplined, resilient, and increasingly modern institution, capable of protecting national independence, sovereignty, and territorial integrity.

“The strength of the army comes from its loyalty to the Party and the people,” he noted.

Modernization for Peace and Development

Looking ahead, the Deputy Minister affirmed that the armed forces will fully implement the resolutions of the XII Party Congress, with a strong focus on modernization and readiness.

Key priorities include:

Upgrading defense capabilities to meet modern security challenges;

Maintaining political stability and social order, essential for national development;

Ensuring peace and safety for the people, so citizens can improve their livelihoods and quality of life.

He stressed that a strong army is not only a shield for sovereignty, but also a pillar supporting economic growth and social progress.

A Call to Shared Responsibility

Concluding his remarks, Lieutenant General Saichay Kommasith called on all delegates to uphold their political responsibilities and contribute to the success of the Congress.

“The success of this Congress,” he said, “will be remembered as a proud and historic achievement for the Party, the State, and the Lao people.”
