(KPL) On June 17, 2025, the 9th Ordinary Session of the 9th National Assembly, chaired by Vice President Mr. Chaleun Yiapaoher, discussed a new draft law on social welfare.
The draft law was introduced by Minister of Labor and Social Welfare, Ms. Keo Chanthamixay. It aims to improve support systems for people in need and make services more modern and fair.
Members of the National Assembly supported the draft. They agreed with its key ideas and gave suggestions to improve some parts for better clarity and alignment with national policies.
Minister Keo said the law will set clear rules for how social welfare services are managed. This includes how staff are appointed, promoted, evaluated, and expected to behave. The goal is to ensure fairness, professionalism, and strong ethical standards.
The law is designed to respond to growing social challenges. These include changing lifestyles and increasing needs among vulnerable groups. It will help make sure that national progress benefits everyone, especially those most in need.

At present, social welfare services face many problems. These include weak coordination, lack of clear leadership, and a shortage of trained workers. The new law will fix these problems with a clear structure and better guidance for all levels of government
The draft law includes 10 parts, 8 chapters, and 62 articles. It will provide a strong legal base to raise the quality of social welfare services. It also promotes good planning, ethical practices, proper budgeting, and alignment with international standards.
Once approved, the law is expected to: Improve the skills and professionalism of social welfare workers, offer more long-term support beyond emergency aid.
Strengthen cooperation between the government, local authorities, and the public.
Build public trust and increase international confidence in Laos’ welfare system.
This law marks a step forward in building a fairer society. It supports Laos’ commitment to social justice, equality, and better lives for all people.
