Speaking at a press conference in Vientiane on 27 March, Amphaivone Lombounpheng, Member of the Party Central Committee and the Standing Committee of the National Assembly, confirmed the outcomes of the session, which was held from 23 to 27 March.

The session acknowledged the results of the general elections held on 22 February and unanimously certified all elected members. A total of 175 members were elected to the 10th National Assembly, including 52 women, while 745 members were elected to Provincial People’s Councils, including 211 women.

Lawmakers also elected and approved key leadership positions across the state structure. Xaysomphone Phomvihane was re-elected President of the National Assembly, alongside four Vice Presidents: Sounthone Xayachack, Kongkeo Xaysongkham, Vilayvong Bouddakham and Monxay Laomuaxong. The Assembly also approved the establishment of five committees and the cabinet office.

At the state level, Thongloun Sisoulith was re- elected President of the Lao PDR and Viengthong Siphandone as Vice President. Sonexay Siphandone was re- elected Prime Minister, supported by six Deputy Prime Ministers: Saleumxay Kommasith, Khamphan Phommathat, Thongsalith Mangnomek, Gen. Khamlieng Outhakaysone, Santiphab Phomvihane and Thongsavanh Phomvihane. The structure of the new government—comprising 13 ministries and two ministry-equivalent bodies—was also approved.

Key appointments extended to the judiciary and oversight institutions, including Phaivy Siboualipha as President of the People’s Supreme Court, Brig. Gen. Mrs Leevong Laoly as Prosecutor General, Vansay Phongsavanh as Chairman of the State Inspection Authority, and Viengthavisone Thephachanh as President of the State Audit Organization.

The Assembly further approved a number of strategic frameworks, including the 10th Five-Year National Socio-Economic Development Plan (2026–2030), five-year action plans for judicial and oversight bodies, and the National Assembly’s five-year law-making and amendment programme. Lawmakers also endorsed in principle a railway project linking Thakhek in Khammouane Province to the Mu Gia border with Vietnam under a Build-Operate-Transfer model, and approved the appointment of 15 justices to the People’s Supreme Court.

Overall, the 20 resolutions adopted during the session covered leadership elections, institutional structures, strategic development plans, legislative priorities and major infrastructure projects.

During the session, a public hotline received 274 calls covering 126 issues. Key concerns raised by citizens included fuel shortages, rising inflation, the cost of living, compensation for development projects and the impact of natural disasters. Officials said the concerns are being compiled and will be forwarded to relevant ministries and local authorities for further action.

The outcomes reflect ongoing efforts by Laos to strengthen governance and advance its socio-economic development agenda.
