Vientiane People’s Assembly closes key session on plans and oversight

(KPL) The 10th Ordinary Session of the Vientiane People’s Assembly, Term IV, concluded on the afternoon of 19 December 2025, following deliberations on development planning, budgets and public oversight.

The session was chaired by Lamphouy Siakkhachane, Vice President of the Vientiane People’s Assembly, together with Atsaphangthong Siphandone, Mayor of Vientiane. Also attending were city leaders, presidents and vice presidents of National Assembly commissions, National Assembly members from Constituency 1, members of the Vientiane People’s Assembly and invited guests.

Ms Lamphouy Siakkhachane said the assembly reviewed and approved a wide range of important reports and policy directions.

These included approval of the mayor’s report on the implementation of Vientiane’s socio-economic development plan and the five-year budget plan for 2021–2025, as well as targets and work plans for 2026.

The session also approved reports on the implementation of the two national agendas over the five-year period and outlined future directions.

Lawmakers endorsed reports from Central Inspection Organization 1, covering the implementation of its five-year work plan, the 2025 annual report and priorities for 2026. The assembly also approved the audit report on the state budget deficit for the 2024 fiscal year.

In addition, the session approved reports from the State Inspection Organization of Vientiane, including follow-up inspections linked to audit findings from 2023.

Reports and plans from the Central People’s Procuracy and the Vientiane People’s Procuracy, as well as from the Central People’s Court and the Vientiane People’s Court, were also reviewed and approved.

The assembly endorsed the 2025 annual report of the Vientiane People’s Assembly, Term IV, and approved priority tasks leading up to the inaugural session of Term V, alongside the 2026 work plan directions.

Members also received comments from the Lao Front for National Construction of Vientiane on the performance of the People’s Assembly during the outgoing term.

The session approved a draft decree by the Mayor of Vientiane on the management of wastewater treatment systems.

It also heard reports on key urban management issues, including the condition and management of drainage canals such as Houng Sak, Houng Saeng and Houng Thong.

In addition, lawmakers received updates on the exploration, survey and mining of potash salt in Vientiane, in line with Resolution No. 182 of the Standing Committee of the National Assembly, dated 1 July 2025.

Officials said the outcomes of the session would help strengthen governance, improve public services and guide the city’s development in the coming period.
