Lao Foreign Ministry Appoints Consuls General, Promotes 143 Officials

KPL The Ministry of Foreign Affairs has appointed two consuls general, announced new management appointments and promoted or adjusted the diplomatic ranks of 143 officials as part of efforts to strengthen its organisational capacity and diplomatic services.

(KPL) The decisions were announced at a ceremony in Vientiane on October 8, 2026, presided over by Deputy Prime Minister and Minister of Foreign Affairs Thongsavanh Phomvihane.

Bounthavy Boutsaseng, Deputy Head of the Ministry’s Office, was appointed Consul General of the Lao PDR in Ho Chi Minh City, Vietnam, while Saengkeo Mithong, Deputy Director General of the Department of Asia-Pacific and Africa, was appointed Consul General in Stung Treng, Cambodia.

The ministry also announced the appointment of two deputy directors general, five division heads and nine deputy division heads. In addition, 143 officials serving in Laos and at diplomatic missions abroad received promotions or adjustments to their diplomatic ranks.

Thongsavanh congratulated the officials and called on them to uphold integrity, professional ethics, solidarity and responsible leadership in carrying out their duties.

He also urged ministry personnel to implement the resolutions of the 12th National Congress of the Lao People’s Revolutionary Party, the ministry’s fifth Party Congress and the 14th National Foreign Affairs Conference, with a focus on economic diplomacy, modernisation and timely policy advice.
