Extraordinary National Assembly Session Approves Key Agenda, Laws

KPL Frist Extraordinary Session of the 10th National Assembly concluded on Friday after approving a national poverty reduction agenda, two key financial laws and four resolutions aimed at advancing the country's socio-economic development.

The five-day session, held from July 6-10, was chaired by National Assembly President Saysomphone Phomvihane and attended by senior Party and State leaders, Government members, ambassadors and representatives of international organizations.
Bounchan Sivongphan, Head of the National Assembly Office and Secretary of the session, said lawmakers reviewed the Government's report on the implementation of the national socio-economic development plan, state budget and monetary policy during the first half of 2026, as well as priorities for the remainder of the year.
The Assembly also approved the Government's proposal to elevate rural development and poverty eradication to a National Agenda, alongside the adoption of the newly drafted Law on the State Treasury and the amended Law on the State Budget.
During the session, Prime Minister Sonexay Siphandone and nine Cabinet ministers responded to questions from lawmakers on issues within their respective portfolios and matters of public concern.
Lawmakers overwhelmingly endorsed all four resolutions, with approval rates ranging from 99.38% to 100%.
The resolutions included:
Adoption of the Government's report on socio-economic development, the state budget and monetary plan: 99.39%
Adoption of the National Agenda on Rural Development and Poverty Eradication: 99.39%
Adoption of the Law on the State Treasury: 99.38%
Adoption of the amended Law on the State Budget: 100%
The National Assembly also received public feedback through its 156 hotline, recording 153 calls covering 208 issues. Public concerns included electricity prices, deteriorating roads, illegal mining activities, rising consumer prices, drug-related problems and other socio-economic issues.
