Vice President Sounthone Sayachak highlights legislative achievements and outlines a roadmap for 2025–2030 reforms ahead of pivotal elections.

(KPL) The National Assembly of the Lao People’s Democratic Republic concluded its 9th Ordinary Session on 25 June 2025. The session resulted in major accomplishments in legislation, oversight, and preparations for upcoming national elections. Vice President of the National Assembly, Ms. Sounthone Sayachak, officially announced the outcomes of the session, emphasizing the Assembly’s role in supporting national recovery and shaping future development strategies.
The National Assembly successfully finalized a total of twelve laws. Of these, ten laws were passed during the 8th session, and two additional laws were approved during an extraordinary session. The Assembly is currently reviewing ten more draft laws as part of the 9th session. In addition, the Assembly amended the Law on Social Security and approved thirteen government personnel appointments.
The National Assembly conducted thirty-one inspections across various state agencies to ensure transparency, efficiency, and accountability. It addressed seventy-six citizen petitions and responded to 552 reports received through public hotline services. The Assembly also organized 890 consultation meetings across communities throughout the country to promote public participation and gather feedback.
The Assembly provided training for National Assembly members, provincial officials, and administrative staff through forty specialized workshops. It also participated in eighteen international diplomatic activities aimed at strengthening inter-parliamentary cooperation and foreign relations.
The Assembly will continue to review and finalize the ten pending draft laws from the current session. It will also evaluate the legislative progress made during the 2021–2025 period and begin drafting a new legislative development plan for the years 2026 to 2030. In addition, the Assembly will promote public understanding of newly enacted laws by conducting awareness campaigns and providing simplified explanations to ensure accessibility.
The National Assembly will focus its oversight work on monitoring the country’s economic recovery efforts, the implementation of the 2024–2025 national anti-drug action plan, and the execution of the state budget. It will also monitor the enforcement of international treaties and agreements, as well as the progress of foreign-funded development projects.
The Assembly has begun preparations for the 10th National Assembly elections and the 3rd Provincial People’s Council elections. Activities include providing training for potential candidates, updating relevant election regulations, and organizing logistical arrangements to ensure transparent, fair, and effective electoral processes.
Before the end of 2025, the National Assembly will review several key national reports. These include the five-year economic performance report covering the period from 2021 to 2025, the 2025 national budget execution report, the results of the ongoing anti-drug campaign, updates on judicial reform, and the annual reports submitted by the State Audit Office and the Supreme People’s Court.
Ms. Sounthone Sayachak, Vice President of the National Assembly, stated, “We are strengthening transparency and public trust through rigorous lawmaking and oversight. Our focus remains on serving the people and preparing for a smooth electoral transition.”
In celebration of a major diplomatic milestone, the National Assembly will publish a commemorative book marking the 50th anniversary of parliamentary relations between Laos and Vietnam. The Assembly will also participate in the 46th ASEAN Inter-Parliamentary Assembly, which will be held in Malaysia later this year. Preparations for the 2026 elections have officially begun, with a focus on training candidates and updating election laws to ensure broad participation and compliance with democratic standards.
