The Extraordinary Plenary Session of the 12th Central Committee of the Lao People’s Revolutionary Party opened at the Party Central Committee Office on September 28, 2026, chaired by General Secretary Thongloun Sisoulith, President of the Lao PDR.
(KPL) The five-day session, running from September 28 to October 2, is being held amid global economic and geopolitical uncertainties, natural disasters and other challenges affecting peace, stability and development.
The meeting will also address domestic challenges, including economic and financial difficulties, flooding, the African Swine Fever outbreak, illegal resource extraction and land encroachment, telecommunications scams, illicit firearms, vehicle smuggling, drug trafficking and other social issues affecting communities and economic activities.
The session will review reports and provide guidance on key documents aimed at implementing the Resolution of the 12th National Party Congress. Major agenda items include:
restructuring economic sectors to build an independent and self-reliant economy;
improving human resource development to meet national development needs; and
developing policies to strengthen the role and contribution of intellectuals.
The Government will also report on measures to combat vehicle smuggling and illegal mineral resource extraction, while the Central Committee will consider other important state affairs.
In his opening remarks, General Secretary Thongloun called on Central Committee members to fulfil their political responsibilities, carefully analyse the issues before the meeting and provide objective and constructive views.
He stressed the importance of strengthening inner-Party democracy and developing practical, concrete solutions to address the country’s challenges and effectively implement the Resolution of the 12th National Party Congress.
