Laos National Assembly Concludes 9th Ordinary Session with Major Legislative Milestones

KPL The 9th Ordinary Session of the 9th Legislature of the National Assembly (NA) successfully concluded on June 26 after nearly a month of deliberations, which began on June 9.

(KPL) The 9th Ordinary Session of the 9th Legislature of the National Assembly (NA) successfully concluded on June 26 after nearly a month of deliberations, which began on June 9.

The session was chaired by Mr. Xaysomphone Phomvihane, President of the National Assembly, and attended by Party Secretary General and President Thongloun Sisoulith, Prime Minister Sonexay Siphandone, senior government officials, National Assembly members, and former leaders.

In his closing remarks, Mr. Xaysomphone praised the assembly for making meaningful progress on a wide range of legislative, economic, and policy matters. Lawmakers received a comprehensive report from Prime Minister Sonexay on the implementation of the national socio-economic development plan, state budget, and monetary policy for the first half of 2025.

The report highlighted steady economic growth, with GDP projected to expand by 4.5%, driven by the agriculture, industry, and service sectors. Inflation stabilized at around 11.7%, while exchange rates showed signs of improvement, supporting the stability of the national currency, the kip.

The session addressed key national priorities, including two urgent national agendas: tackling economic and financial difficulties, and combating drug-related issues.

Lawmakers reviewed several strategic initiatives, such as electric power development, the Visit Laos Year campaign, national legal education, and special infrastructure and renovation projects.

The session approved a total of 10 laws, including five new ones: Law on Cybersecurity, Law on Social Welfare, Law on Public Prosecutors, Law on General Education, Law on Cultivation.

Five existing laws were revised, including: Law on Medicines and Medical Products, Law on Income Tax, Law on Signs, Law on the Supreme People’s Court, Law on Irrigation.

The assembly also approved key resolutions on the economic and budget performance for the first half of 2025 and plans for the second half, along with sectoral policies for energy and tourism, and a 10-year legislative roadmap for the 2026–2030 period.

In closing, the National Assembly reaffirmed its commitment to sustainable and inclusive national development and called for continued cooperation among state agencies, the private sector, and local communities to achieve national goals.
