First Extraordinary Session of National Assembly Opens in Vientiane

KPL The First Extraordinary Session of the 10th National Assembly opened in Vientiane on July 6, with National Assembly President Xaysomphone Phomvihane presiding over the five-day session.

The opening ceremony was attended by President Thongloun Sisoulith, Prime Minister Sonexay Siphandone, senior Party and State leaders, former leaders, cabinet members, National Assembly deputies, representatives of Party and State organizations, the Lao Front for National Development, mass organizations, the business community, members of the diplomatic corps, and representatives of international organizations.
In his opening address, Xaysomphone said the extraordinary session had been convened in accordance with the Law on the National Assembly and a resolution of the National Assembly Standing Committee to consider urgent national issues requiring legislative approval.


He said the session comes as the country continues implementing the resolutions of the 11th Party Congress, the Third Political Programme, and the 10th Five-Year National Socio-Economic Development Plan, while preparing to commemorate the 35th anniversary of the Constitution of the Lao PDR.
Lawmakers are expected to deliberate on the Government's reports on the implementation of the national socio-economic development plan, State budget, and monetary plan during the first half of 2026, together with priorities for the remainder of the year. The session will also consider the National Agenda on Rural Development and Poverty Reduction, the draft Law on the State Treasury, and amendments to the Law on the State Budget.
Xaysomphone called on deputies to uphold their responsibilities by providing constructive and practical recommendations, while encouraging government agencies to cooperate closely throughout the deliberations.
The extraordinary session will continue until July 10. The National Assembly has also activated Hotline 156 to receive public comments and recommendations during the session.
