Laos State Inspection Authority Sets Out 2026–2030 Plan to Strengthen Oversight and Combat Corruption

(KPL) Laos’ State Inspection Authority has outlined its five-year strategic plan for 2026–2030, focusing on strengthening inspection mechanisms, improving governance, and intensifying anti-corruption efforts.
The report was presented on March 25 at the inaugural session of the 10th National Assembly by Vansay Phongsavanh, President of the State Inspection Authority. The session was presided over by Vilaivong Bouddakham, Vice President of the National Assembly.
Mr. Vansay Phongsavanh said the Authority will, over the next five years, strengthen Party leadership over inspection work, with inspections serving as a key instrument in state management and administration.
He noted that inspection activities would help prevent and deter legal violations, while promoting transparency, efficiency and public trust in the Party and the State.
The Authority plans to carry out systematic and continuous inspections, particularly in sectors considered at higher risk. These include state development projects, the management and use of public assets, and financial administration, including the national budget.
In parallel, efforts will be made to improve the legal framework governing inspection work. The Authority aims to develop or amend at least 10 legal instruments to ensure alignment with rule-of-law principles.
The plan highlights a renewed focus on tackling corruption across the public sector. Measures include strengthening institutional mechanisms, improving transparency, and reinforcing accountability among civil servants.
Public awareness campaigns are also expected to be expanded to encourage broader participation in anti-corruption efforts.
The Authority said it will pursue organisational reforms to modernise the inspection system and improve its effectiveness.
It also plans to enhance human resource capacity through training programmes aimed at improving the technical skills and professionalism of inspection officers.
The five-year strategy outlines several core goals, including:
Improving inspection systems, laws and regulations
Expanding inspection coverage across all levels of government
Strengthening preventive and anti-corruption measures
Raising professional standards within the inspection workforce
The plan forms part of wider efforts by Lao authorities to improve governance, strengthen oversight, and support sustainable socio-economic development
