China Sets Development Goals to Build Modern Socialist Country by 2035

(KPL) A lecture outlining China’s long-term development strategy was held in Vientiane on December 25, focusing on the outcomes of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China.
The event was attended by senior Lao and Chinese officials, including Politburo member and Deputy Prime Minister Kikeo Khaykhamphithoune, Party Central Committee member and Director of the National Institute of Politics and Public Administration Phouthong Onkhamxang, and CPC Central Committee member and Vice President of the Central Party School (National Academy of Governance) Xie Chuntao.
Delivering the lecture, Xie Chuntao said the Fourth Plenary Session, held in October 2025, adopted the proposal for China’s 15th Five-Year Plan for National Economic and Social Development. He described the plan as a top-level strategic framework guiding China’s development over the next five years and a key focus of international attention.
Xie noted that long-term planning and consistent implementation of development strategies are central strengths of China’s governance model. He said the Communist Party of China has maintained a phased approach toward its overarching goal of building a modern socialist country, advancing national development step by step.
According to Xie, China will enter the 15th Five-Year Plan period in 2026, a phase closely linked to the long-term objective of basically achieving socialist modernization by 2035. Key priorities during this period include advancing high-quality development, promoting new industrialization, digital transformation, urbanization, and agricultural modernization, and strengthening self-reliance in science and technology.
The plan also emphasizes deepening reforms in state governance, raising levels of social and cultural development, improving people’s livelihoods, advancing green and environmentally sustainable development, and reinforcing national security.
Xie said that following the 15th Five-Year Plan, China will continue with subsequent development plans aimed at significantly enhancing economic strength, scientific and technological capacity, national defense, and international influence by 2035. He added that China aims to reach a level of GDP per capita comparable to moderately developed countries and to basically achieve socialist modernization.
Looking further ahead, Xie said China plans to build a strong, modern socialist country by the middle of the 21st century. He stressed that confidence in achieving these goals is rooted in the strong leadership of the Communist Party of China and the country’s ability to mobilize resources under unified leadership.
