Laos, India Sign Agreement on 10 Community Development Projects Under Mekong-Ganga Cooperation

KPL - Asean 2024 The Governments of the Lao PDR and India on July 2, 2026 signed a Memorandum of Understanding (MOU) to implement 10 Quick Impact Projects (QIPs) for the 2026–2027 fiscal year under the Mekong-Ganga Cooperation (MGC) framework, reinforcing bilateral development cooperation and support for local communities across Laos.

The agreement was signed at the Ministry of Foreign Affairs by Indian Ambassador Yogeshwar Sangwan, representing the Government of India, and representatives of the 10 beneficiary Lao provinces. Deputy Minister of Foreign Affairs Maithong Thammavongsa attended the ceremony as a witness, together with officials from the Ministry of Foreign Affairs and the Embassy of India.
Under the agreement, India will provide grant assistance totaling US$498,387.37 to finance projects in Champasak, Luang Namtha, Saravane, Xieng Khouang, Houaphan, Vientiane, Savannakhet, Bokeo, Sekong, and Oudomxay provinces.
The projects include the construction of schools, health centres, public administration facilities, and vocational training infrastructure, as well as support for commercial organic agriculture. Each project is valued at approximately US$50,000 and is designed to deliver tangible socio-economic benefits at the community level.
Speaking at the ceremony, Somboun Siharnath, Director of the Economic Department of the Ministry of Foreign Affairs and Secretary of the National Secretariat for the MGC framework, expressed appreciation to the Government and people of India for their continued support. He said the projects would contribute to the implementation of Laos' 10th Five-Year National Socio-Economic Development Plan (2026–2030) while further strengthening the long-standing friendship and comprehensive partnership between the two countries.
Ambassador Sangwan said he was confident the projects would be implemented effectively and make a meaningful contribution to sustainable development and improved livelihoods in the beneficiary communities.
Since India launched the Quick Impact Projects initiative under the Mekong-Ganga Cooperation framework in 2012, Laos has received approval for 36 projects with a combined value of approximately US$1.76 million, supporting community infrastructure and local socio-economic development across the country.
