Lao general secretary meets retired leaders to outline reforms and long-term vision

(KPL) Thongloun Sisoulith met with former leaders and senior retired officials on April 8, 2026, to outline new policy directions and long-term development goals following the recent Party congress.
The meeting, organized by the Party Central Committee Office, came after the conclusion of the 12th National Party Congress, as authorities move to implement its resolutions.
Thongloun presented key reforms aimed at modernizing governance, including plans to streamline the state administration system and improve efficiency.
Officials said the reforms include separating the roles of Party secretary and chair of the People’s Council at local levels, reintroducing sub-district administrative units, and merging agencies with overlapping responsibilities.
The government also plans to strengthen financial management systems, tighten budget and currency controls, and expand anti-corruption efforts through enhanced inspection and auditing mechanisms.
Thongloun highlighted the long-term vision approved at the congress, which sets development goals through 2055.
Officials said the plan aims to transition Laos into an upper-middle-income country and eventually a high-income economy, while strengthening the political system and modernizing the economic base.
The strategy also focuses on improving living standards and ensuring stable and inclusive development for the country’s multi-ethnic population.
Participants in the meeting exchanged views on key national issues, with former leaders providing recommendations for current policymakers.
Thongloun expressed confidence that retired officials will continue to support the Party, National Assembly and government in implementing the congress agenda.
He also extended New Year wishes to attendees ahead of the upcoming Lao New Year.
