Laos launches 1,000 MW solar project in Oudomxay to expand clean energy

Laos on April 7, 2026, launched the first phase of a 1,000-megawatt solar power project in Oudomxay province, aiming to expand renewable energy capacity and strengthen cooperation with China.
The Northern Laos Clean Energy Connectivity Base Project is being developed by CGN Energy International Holdings Co Ltd. The launch ceremony and initial grid connection were held in Vientiane with Prime Minister Sonexay Siphandone, senior government officials and the Chinese ambassador in attendance.The project is located in Xay and Namor districts and is described by officials as the largest single solar installation in Southeast Asia and the country’s first large-scale mountain solar facility.
It is expected to generate about 1.65 billion kilowatt-hours of electricity annually. Officials said the project could reduce carbon dioxide emissions by roughly 1.3 million tonnes per year and create nearly 3,000 jobs.
Minister of Industry and Commerce Malaythong Kommasith said the project will help strengthen cross-border power connectivity, support employment and promote related industries.
More than 40 Chinese companies and over 30 Lao firms are involved in the project’s supply chain, including construction, machinery and materials.
Chinese Ambassador Fang Hong said the project reflects continued efforts to deepen clean energy cooperation and support sustainable development.
The developer said it also supported the establishment of the Lao Clean Energy Standards Institute to advance research and coordination in the sector.
CGN Chairman Yang Changli said the company plans to expand clean energy development across northern Laos and into other regions.
Officials said the project is expected to support long-term energy security, renewable energy growth and regional connectivity.
