Laos Seeks Higher-Quality Investment Through Improved Management

KPL - Asean 2024 The First National Meeting on Investment Promotion and Management, held on August 11–12, agreed on measures to modernize investment administration, improve transparency and attract higher-quality domestic and foreign investment.


The meeting, attended by Prime Minister Sonexay Siphandone and chaired by Deputy Prime Minister Saleumxay Kommasith, Standing Government Member and Chairman of the Investment Promotion and Management Committee (IPMC), reviewed investment performance, the implementation of Decree No. 530/PM and future priorities. Ministers, provincial authorities and business representatives also attended.

Deputy Prime Minister Saleumxay said private investment has become an important source of capital and technical expertise. Since 1989, Laos has approved 5,394 domestic and foreign investment projects worth US$65.5 billion. China is the largest foreign investor, with 970 projects worth US$15 billion, followed by Vietnam with 441 projects worth US$12.7 billion and Thailand with 686 projects worth US$6.9 billion.

In the first seven months of 2026, 34 concession and controlled-activity projects worth US$8.5 billion were approved, up 68% year-on-year, with more than US$1 billion in capital actually imported.

Prime Minister Sonexay called for faster, more transparent and professional investment procedures, stronger oversight of approved projects and firm action against violations.

The meeting agreed to revise Decree No. 530/PM and accelerate amendments to the Investment Promotion Law to align with new administrative structures. It also endorsed strengthening the IPMC as the central coordinating and advisory body for investment approvals, particularly concession and controlled activities, while promoting private investment toward the 2026–2030 target of 409.47 trillion kip.
