The meeting was chaired by Mr. Chansaveng Bounyong, Deputy Minister of Industry and Commerce, and attended by the EDL Executive Board, EDL-Gen, Nam Ngum 3 Power Company Limited, EDL Construction and Installation State Enterprise, and relevant EDL officials.

Mr. Akhomdet Vongxay, Chairman of the EDL Board of Directors, reported on progress in managing the national electricity transmission and distribution systems.

EDL currently manages 110 generation sources connected to its grid, with total installed capacity of 5,075 MW and maximum actual output of 2,674 MW. The system includes 86 high-voltage substations with combined capacity of 9,236 MVA, while high-, medium- and low-voltage transmission and distribution networks have a combined circuit length of 76,474 km.

The number of electricity customers under EDL management reached 1,860,889, representing an increase of about 1.36% from the end of 2025.

EDL operates three hydropower projects—Nam Ngum 4, Nam Peun 1 and Nam Kab—with combined installed capacity of 279 MW. The projects generated 145 GWh during the first half of 2026.

Two EDL-owned hydropower projects are under construction, with combined capacity of 510 MW. Nam Ngum 3, with capacity of 480 MW, has reached 96.56% completion and is expected to begin trial commercial operation in November 2026, with full commercial operation targeted for 2027. Nam Hinboun, with capacity of 30 MW, is currently undergoing consultant selection to reassess construction costs and identify a new developer.

Meanwhile, EDL is implementing four transmission line and substation projects. The 500/230 kV Vientiane Capital Ring Project has reached 92% completion, with the remaining Xokxaat-Dongphosi section targeted for completion by the end of 2026.

During the first six months, EDL purchased 9,089 GWh of electricity, equivalent to 106.62% of its target, while total domestic electricity sales and exports reached 8,246 GWh, or 102.90% of the planned level.
