Under the regulation, waste management encompasses the systematic planning, monitoring, and implementation of waste control measures, beginning with waste segregation, collection, transfer, and transportation, as well as recycling, resource recovery, and environmentally sound disposal. The policy emphasizes maximizing economic value while safeguarding public health, improving urban aesthetics, and protecting the environment.

Waste disposal is defined as the safe and technically appropriate treatment or destruction of waste in accordance with environmental standards, hygiene requirements, and measures designed to protect communities and natural ecosystems.

The decision calls on individuals, households, businesses, organizations, and all sectors of society to actively participate in maintaining public cleanliness by reducing waste generation, separating waste by category, and disposing of it at designated locations and times. It also encourages greater reuse and recycling of materials, reduced reliance on non-biodegradable products, and the adoption of environmentally responsible waste treatment methods.

In addition, the regulation promotes the development of modern waste collection and management services while supporting initiatives to transform waste into valuable resources. These efforts are aligned with Vientiane Capital's "6 Clean" policy, which aims to create a cleaner, greener, safer, and more orderly urban environment.
