Laos, Chinese Partners Sign MOU on Green Aluminum Industrial Park in Oudomxay

KPL - Asean 2024 The government on Tuesday signed a memorandum of understanding with Krittaphong Group Co., Ltd. and CGN Energy Technology (Lao) Co., Ltd. for the development of an AI-powered green aluminum eco-industrial park in Oudomxay Province.

Minister of Industry and Commerce Malaythong Kommasith witnessed the signing ceremony in Vientiane, attended by senior provincial officials from Oudomxay, the Chinese ambassador to Laos, deputy ministers and representatives from relevant sectors and partner companies.
The project, jointly proposed by Krittaphong Group and CGN Lao, will cover about 6,279 hectares and aims to establish a green aluminum industrial base powered by clean energy. Guangxi Investment Group Co., Ltd. will serve as the main industrial investor.
At its core, the project combines an annual production capacity of 500,000 tons of green aluminum with 2,000 megawatts of clean energy, with plans to expand into a full-cycle aluminum production and processing hub.
Officials said the initiative is expected to support Laos’ transition from a resource-exporting economy to a green industrial manufacturing base, leveraging the country’s clean energy potential and integrating advanced technologies, including artificial intelligence.


Speaking at the event, the Chinese ambassador highlighted the importance of green development, technological innovation and ensuring local communities benefit from the project. The embassy reaffirmed its support for continued Laos-China cooperation.
CGN Lao, as the project’s power supplier, will lead the development of the park’s green energy system. Its 1,000-megawatt solar project in Oudomxay connected to the grid in December 2025 and is expected to reach full capacity in April. Additional wind and solar projects in Oudomxay and Luang Namtha provinces are in the concession stage and preparing for construction.
Krittaphong Group will oversee local coordination and regulatory compliance, drawing on its experience in Laos-China projects.
Guangxi Investment Group, a Fortune Global 500 company, will contribute technology across the aluminum value chain, from production to high-end processing. The Electricite du Laos Transmission Company will support integration with the 500-kilovolt Laos-China transmission network.
The agreement comes as Laos and China mark the 65th anniversary of diplomatic relations in 2026. Officials said the project reflects deepening cooperation under the Belt and Road Initiative and efforts to build a closer shared future.
A plaque was also unveiled for the Lao Clean Energy Source Standard Institute, established by CGN Lao and the China Electricity Council in cooperation with the Ministry of Industry and Commerce to support clean energy standards and regional power connectivity.
