Laos and Cambodia Reaffirm Strategic Partnership Ahead of Joint Commission Talks

(KPL) On November 26, 2025 — Senior officials from Laos and Cambodia have reaffirmed the strength of their bilateral ties after a preparatory meeting ahead of the 15th Lao–Cambodia Joint Commission on Bilateral Cooperation (JC). The discussions highlighted steady progress across multiple sectors and underscored the two countries’ commitment to expanding what both sides describe as a long-term strategic partnership.
Officials said relations between the two neighbours had continued to improve, strengthening what they referred to as a traditional bond of friendship, solidarity and kinship. According to both delegations, the strategic partnership is now “bearing more and more fruit”.
The meeting reviewed the implementation of agreements reached at the 14th JC Meeting in 2022. Senior officials reported that commitments made three years earlier had been successfully carried out, indicating sustained cooperation and effective follow-through.
The talks also noted the regular exchange of high-level and technical delegations—both at central and local levels—which officials said reflected a consistent effort to enhance trust, understanding and coordination.
A Roadmap for Expanded Cooperation
The Senior Officials’ Meeting prepared a detailed agenda for the upcoming ministerial session, outlining areas where both governments aim to deepen cooperation.
The two sides agreed to strengthen collaboration in national defence and public security, with a particular focus on ensuring stability along their shared border. They also pledged to continue work on the joint border survey and demarcation, a long-running effort that both countries view as essential for long-term peace and stability.
Economic cooperation is expected to feature prominently in the next phase of talks. Officials discussed plans to expand trade, investment and cross-border economic activity.
In addition, both sides committed to enhancing people-to-people links, including cooperation in culture, education and social development. They also reiterated their intention to coordinate more closely in sub-regional and international forums, reflecting their shared interests in wider regional stability.
The outcomes of the Senior Officials’ Meeting will be presented at the 15th Joint Commission Meeting on 27 November 2025, where the Foreign Ministers of Laos and Cambodia are expected to formally adopt a series of new agreements.
Officials said the successful preparatory meeting demonstrated the determination of both countries to pursue a comprehensive and enduring strategic partnership, aimed at supporting peace, stability and prosperity for the people of Laos and Cambodia in the years ahead.
