The General Secretary outlined the need for practical guarantees to carry out the five-year plan. Major projects such as building an energy-saving oxygen heat blast furnace at the Hwanghae Iron and Steel Complex and establishing the C1 chemical industry were prioritized.

In agriculture, the focus was on preparing for large-scale greenhouse farm construction in the Thaegam area and building modern chicken farms in Pyongyang and provinces. The goal was to increase the rate of farm mechanization and improve living standards through a dynamic struggle in the second half of the year.

Cultural and Legal Enhancements

The plenary meeting emphasized enhancing the role of law to establish a revolutionary work system and discipline. The Standing Committee of the Supreme People's Assembly was urged to actively work on enacting and amending laws to promote regional economic development and scientific and technological innovations.

In the cultural sector, tasks related to education, public health, literature, arts, media, and sports were outlined, with a focus on stabilizing and improving living standards.

Organizational Changes

The meeting also addressed organizational matters, recalling and by-electing members and alternate members of the Central Committee. Kim Chung Song, Sung Jong Gyu, and Kim Jong Sun were by-elected as members, while Ri Yong Sik was elected directly. Several new appointments were made to key government positions.
