KPL - Asean 2024 The Ministry of Industry and Commerce (MOIC) held a meeting in Vientiane on October 28 to review the operations of the Xekong Thermal Power Project, which is located in Xekong and Oudomxay provinces, and discuss outstanding issues and corrective measures.

(KPL) The meeting was chaired by Minister of Industry and Commerce Malaithong Kommasith and attended by relevant government agencies, representatives of Xekong, Oudomxay, Champasak and Attapeu provinces, and the project company.

Participants reviewed the project’s operational performance, assessed implementation progress and discussed challenges raised by stakeholders, with the aim of identifying practical solutions and improving coordination among the parties involved.

The review follows the coordination requirements set out in the 2025 Concession Agreement between the government and Xekong Thermal Power Plant Company Limited (XTPPL), as well as decisions made by the Joint Technical Committee through its consultations and problem-solving meetings. It also builds on an MOIC meeting held on September 29, 2026, to discuss project-related matters.

Representatives from the provinces and the project company presented updates and feedback to help ensure that decisions are based on comprehensive information and reflect conditions on the ground.

The meeting aimed to establish a common understanding of outstanding issues, define clear corrective measures and strengthen cooperation among the government, local authorities and the project company to ensure that future operations comply with relevant laws and regulations and are subject to proper monitoring and evaluation.
