In a comprehensive address to the 2nd Ordinary Session of the National Assembly's 10th Legislature today, the Lao Front for National Development (LFND) presented a sharp critique of ongoing socio-economic challenges, urging the government and lawmakers to take decisive, enforceable action.

Delivered by Mr Laopaosong Navongxay, Member of the Party Central Committee and Vice President of the LFND Executive Committee, the statement praised the National Assembly's active leadership while highlighting critical public concerns. These ranged from persistent inflation and high living costs to illicit activities and regulatory enforcement.

Economic Realities vs Official Measures

While acknowledging government efforts that have helped stabilise the Lao kip against foreign currencies, the LFND emphasised that ordinary citizens – particularly low-income earners – are still reeling from high prices for essential goods, utilities, fuel, and cooking gas. The Front called for stricter enforcement of price-control measures and robust job-creation initiatives to alleviate financial pressure on households.

Lawmaking, Public Participation

The LFND suggested that current legislative processes could be strengthened by expanding public consultation and engaging stakeholders more directly before laws are enacted. It observed that legislation sometimes faces implementation challenges when public awareness campaigns have a limited reach. To support better outcomes, lawmakers were encouraged to gather deeper public input and conduct comprehensive research prior to passing new laws.

Strict Oversight on Mining, Concessions, and National Resolutions

Expressing concern that many National Assembly resolutions lack legislative teeth, the LFND pointed to lax oversight in mining project management and concession agreements. It specifically highlighted the need for rigorous monitoring of Resolution No. 34 of the National Assembly (2026) regarding rural development and poverty alleviation.

Crackdown on Organised Crime and Illicit Activities

Public anxiety remains high regarding illegal online scams, and sophisticated drug trafficking networks involving substances such as kratom, e-cigarettes, 'Ket', and collagen-laced narcotics. The LFND demanded more aggressive, concrete action in law enforcement against unauthorised entertainment venues, prostitution rings, and digital criminal syndicates.

Infrastructure, Healthcare, and Education Gaps

Lawmakers were urged to push ministries to accelerate road repairs in the capital and provinces affected by natural disasters, noting that current delays and sub-standard construction waste public funds.

The report flagged severe shortages of medical personnel, medicine, and equipment in remote areas, alongside an alarming rise in primary and secondary school dropouts nationwide. It also called for improved teacher welfare and strict ethical standards for medical professionals.

The LFND reported mounting public distrust in the judicial process, citing instances of perceived unfairness, a lack of transparency, and unprofessional conduct in lower-level people's courts.

Foreign Labour and Business Regulations

Addressing the influx of foreign businesses, the LFND warned that unlicensed foreign nationals are increasingly taking over professions and retail sectors legally reserved for Lao citizens, squeezing out local entrepreneurs. Authorities were pressed to clamp down on foreign business operators flouting domestic laws. Furthermore, the Front demanded severe criminal and civil penalties – publicised in the same manner as corruption cases – for operators and officials violating vehicle weight limits that ruin national roads.

Concluding the address, Mr Laopaosong called on the National Assembly to institutionalise stronger coordination mechanisms with the LFND, including dedicated budgets for Front-led oversight. The proposals aim to bolster public trust, ensure legislative accountability, and foster a peaceful, just, and prosperous society.
