Supreme People's Court outlines 2026 achievements, unveils 2027 strategic goals

KPL - Asean 2024 The Supreme People's Court of the Lao PDR has set out its core targets for 2027 after reporting significant progress in judicial performance, organisational restructuring, and caseload management over the past year.

Presenting the comprehensive annual report to the ongoing 2nd Ordinary Session of the 10th National Assembly on 9 October, President of the Supreme People's Court Mr Phaivy Sibualipha outlined clear objectives to modernise and accelerate the nation's judicial system.

2026 Performance Highlights

Out of 13,244 active cases in 2026 (comprising 3,738 cases carried over from 2025 and 9,506 new filings), the courts successfully resolved 9,597 cases, accounting for 72.46% of the total.

First-instance criminal cases achieved an 83.49% resolution rate. Notably, the courts cracked down on corruption, with the Vientiane People's Court and Attapeu Provincial People's Court ruling on high-profile trials that resulted in life sentences for 26 defendants.

The judiciary emphasised political ideology, ethics, and professional training. More than 10 judicial officials were sent for domestic and international master's and doctoral programmes. Meanwhile, strict disciplinary measures were enforced, resulting in the dismissal of three officials for legal and regulatory violations.

Strategic Goals and Targets for 2027

Looking ahead to 2027, the Supreme People's Court has set ambitious targets to boost efficiency, transparency, and public trust. The court aims to resolve at least 75% of civil and commercial cases; 85% of family, labour, juvenile, and administrative cases; and 90% of criminal cases, whilst keeping appeal rates below 15%.

Key plans include establishing a regional people's court in Khammuane Province and setting up a dedicated juvenile court office in Vientiane.

Priority will be given to finalising amendments to the Law on Court Fees and the Law on Juvenile Proceedings, alongside expanding subordinate legislation and judicial precedents to ensure consistency across all levels.

Modernisation

Efforts will focus on streamlining document workflows, expanding digital integration, upgrading judicial infrastructure, and securing adequate state budget allocations to support the courts' mission.
