(KPL) He made the remarks while attending the 8th Quadpartite Conference on Judicial Proceedings, which brought together representatives from the Ministry of Public Security, the Supreme People’s Procuracy, the People’s Supreme Court and the Ministry of Justice.

General Vilay commended the Party committees and leadership of the four sectors for directing their personnel to improve the quality and efficiency of judicial proceedings. He said their efforts had contributed to addressing social issues and maintaining national security, peace and public order.

To further strengthen the judicial system, he outlined six key measures.

First, he called for stronger political and ethical training for law enforcement officers, prosecutors, judges and officials responsible for enforcing court decisions. He stressed the need for officials to uphold professional integrity and resist attempts to exploit legal loopholes or circumvent the law for personal gain.

Second, he urged the four sectors to translate the Resolution of the 12th National Party Congress, Politburo Resolution No. 112 on improving the quality of judicial proceedings, and Central Party Committee Resolution No. 037 on strengthening state and social management through the rule of law into concrete action plans. Investigations should be focused, evidence properly collected and assessed, charges accurately filed, and court decisions made in accordance with the law.

Third, he called for continued organisational reform and the development of specialised judicial personnel capable of handling increasingly complex disputes and criminal cases arising from expanding trade, investment and cross-border activities.

Fourth, he stressed the need to improve procedures and working mechanisms at every stage of the judicial process to ensure greater efficiency, transparency, accountability and strict compliance with the law.

Fifth, General Vilay called for broader public legal education to raise awareness of laws and legal responsibilities. He said stronger legal awareness would help ensure that contracts and agreements comply with the law and contribute to preventing violations and crime.

Finally, he urged each of the four sectors to strengthen professional responsibility and strictly perform their respective duties in accordance with the law. This, he said, would help ensure judicial proceedings are transparent, timely and of high quality while protecting the legitimate rights and interests of the state and citizens.

The conference reaffirmed the importance of coordinated action among the four sectors in strengthening the rule of law and improving the quality, efficiency and fairness of judicial proceedings.
