In a major milestone for global disarmament and international humanitarian law, the Democratic Republic of Timor-Leste officially signed the declaration of accession to the Convention on Cluster Munitions (CCM) on September 15, 2026.

The signing ceremony took place at the National Convention Hall in Vientiane during the ongoing Third Review Conference of the CCM. Mr. Bendito dos Santos Freitas, Minister of Foreign Affairs and Cooperation of Timor-Leste, signed the declaration, while Mr. Thongsavanh Phomvihane, Deputy Prime Minister and Minister of Foreign Affairs of the Lao PDR and President of the international conference, co-signed as a witness.

A Shared Commitment to Global Humanitarian Goals

Congratulating Timor-Leste, Deputy Prime Minister Thongsavanh praised the nation's strong political will and commitment to humanitarian principles. Although Timor-Leste has no direct history of being affected by cluster munitions, the country chose to stand in solidarity with affected nations to promote global peace and security.

The accession demonstrates regional cooperation, highlighting that eradicating the catastrophic impacts of unexploded ordnance (UXO) is a shared global responsibility.

The historic decision significantly boosts the international framework against cluster munitions and strengthens treaty membership.

Lao PDR’s Diplomatic Leadership

Timor-Leste's accession marks a major diplomatic success for the Lao PDR in its capacity as CCM President. Through active global advocacy, the Lao PDR spearheaded efforts to expand state parties, notably by hosting two key regional seminars earlier this year - one for the Asia-Pacific region held from May 27–29, 2026, in Vientiane, and another for the Africa region held on June 4–5, 2026, in Addis Ababa, Ethiopia.

These targeted outreach efforts, combined with robust bilateral ties between Vientiane and Dili, played an instrumental role in driving this new membership expansion.
