National Assembly Unveils 5-Year Legal Reform Plan to Strengthen Rule of Law

(KPL) The National Assembly of Laos has launched a major legal reform plan. The draft 5-Year Law Development and Reform Plan (2026–2030) was presented during its 9th Ordinary Session of the 9th Legislature on June 25.
The session was chaired by Ms. Sounthone Xayachak, Vice President of the National Assembly. Mr. Khampheng Vilaphan, Chairman of the Law Committee, presented the plan on behalf of the Standing Committee.
This plan outlines what the next National Assembly (the 10th Legislature) will focus on. It aims to build a stronger legal system and promote a state ruled by law. The plan ensures laws meet real national needs and are practical to implement.
In total, 78 laws are included:19 are new laws, and 59 are updates to existing laws.
These were chosen through careful research and discussions between the National Assembly, government ministries, and other key groups.
The plan follows national strategies, including: The 12th Party Congress resolutions,
the 3rd Political Program of the Party, the newly revised 2025 Constitution.
Mr. Khampheng stressed the need for early coordination and input from all sectors to make the plan work. The Standing Committee has already given guidance to support the final version and ensure smooth progress.
This 5-year reform marks a big step forward. It aims to modernize laws, improve governance, and support Laos’s development with stronger legal foundations.
