ASEAN Sustainable Urbanization Strategy Phase II Kicks Off in Luang Prabang

(KPL) The second phase of the ASEAN Sustainable Urbanization Strategy (ASUS Phase II) was officially launched on May 2, 2025, in Luang Prabang province.

The meeting was chaired by Mr. Saveuy Silavanh, Vice Governor of Luang Prabang, alongside Mr. Avy Saka, Head of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Laos. The event brought together representatives from provincial departments, relevant local offices, and technical experts supporting the initiative.

ASUS Phase II seeks to deepen the understanding and practical application of the ASEAN Sustainable Urbanization Strategy across cities in ASEAN member states. The initiative also aims to elevate local urban development experiences to the regional and global stages.

The second phase will focus on expanding the number of participating cities, promoting innovative and effective urban development strategies, and enhancing engagement among local and regional stakeholders. The goal is to accelerate sustainable urbanization efforts throughout the ASEAN region.

Key focus areas of ASUS Phase II include enhancing connectivity and mobility within urban areas; advancing progress towards the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA); strengthening institutional capacity through training and knowledge-sharing; improving city-level assessments and data collection; broadening access to funding sources and partnerships; and supporting local governments in developing and implementing technical proposals and sustainable planning practices.

The project will be carried out under the guidance of the Ministry of Public Works and Transport, in coordination with other relevant ministries.

As part of ASUS Phase II, participating cities will submit progress reports on their technical proposals; take part in urban planning and leadership training programs; engage in capacity-building activities for stakeholders; attend ASEAN Sustainable Urban Development Forums and contribute to a regional report highlighting urbanization trends and practices across ASEAN member states.

The ASEAN Sustainable Urbanization Strategy remains a key framework for coordinated urban development in Southeast Asia, offering cities a platform for collaboration, innovation, and long-term resilience.
